The 264th meeting of the National Heart, Lung, and Blood Advisory Council (NHLBAC) was convened on Wednesday, September 2, in Building 35A, the Porter Neuroscience Center Conference Center, National Institutes of Health (NIH), Bethesda, Maryland and included the National Heart Lung, and Blood Institute’s Board of External Experts. Working groups met in the morning, and the Council meeting began at 11:00 a.m. and ended at 3:00 p.m. Dr. Gary H. Gibbons, Director of the National Heart, Lung, and Blood Institute (NHLBI), presided as Chair.

The 264th meeting of the National Heart, Lung, and Blood Advisory Council (NHLBAC) was
convened on Wednesday, September 2, in Building 35A, the Porter Neuroscience Center

I. CALL TO ORDER AND OPENING REMARKS – Dr. Gary H. Gibbons

Dr. Gary H. Gibbons, Director of the National Heart, Lung, and Blood Institute (NHLBI),
welcomed members and called the 264th meeting of the National Heart, Lung, and Blood
Advisory Council (NHLBAC) to order at 8:00 a.m. and members immediately went into closed
session working groups.

II. ADMINISTRATIVE ANNOUNCEMENTS

Dr. Stephen C. Mockrin made the required administrative announcements and outlined the
agenda for the meeting. A notice of this meeting was published in the Federal Register
indicating that there would be a short closed session for working groups.

III. STRATEGIC VISIONING WORKING GROUP REPORTS

Dr. James P. Kiley, Director of the Division of Lung Diseases, summarized community input into
the Institute’s development of a strategic vision, noting the types of groups and individuals that
had participated, the kinds of input they provided, and the breakdown of responses for each
strategic vision goal. Leaders of each goal working group then reported on what they
determined to be the top ten critical challenges and compelling questions within their goal.

IV. DISCUSSION OF CROSS CUTTING THEMES

The Council and BEE members discussed themes that Institute staff designed to capture the
overarching aim of various groups of questions and challenges that resulted from the strategic
visioning process. Dr. Kiley explained that the themes were meant as a way to group questions
and challenges that shared an overall goal and to understand and highlight the potential
benefits of answering each group’s questions and overcoming its challenges. The group
proposed various revisions to the themes and learned that an updated report would be
presented during the February 10, 2016, Council meeting.

V. CONCLUDING REMARKS

Dr. Gibbons highlighted the progress that the Council had made in advancing the Institute’s
strategic visioning process and thanked the members for their contributions prior to adjourning
the meeting.
